Julian
completed his International Baccalaureate at the United World College
of the Atlantic (1982), and graduated from Bristol University (UK,
1986) with a First in geology. He then spent three years working on
various international development projects in Southern Africa and in
Northern India, and also completed a number of high altitude
mountaineering ascents of peaks in Zanskar, Ladakh, Nepal and Bhutan.
Julian came to Canada in 1988 on a commonwealth scholarship and
completed his M.Sc. in Interdisciplinary Studies/Resource Management at
UBC (1990) through. After a year as a Research Associate at the
Westwater Research Institute, he formed Dovetail Consulting with Julia
Gardner in 1991. Julian also recently held a position as Adjunct
Professor at UBC's Institute for Resources and Environment.
Over the last 18 years Julian has worked on a wide
variety of consulting projects for all levels of government, First
Nations, non-profit organizations, and the private sector. He
specializes in collaborative approaches to land use planning and
environmental management and has developed a reputation for his
consistently high standard of work as a strategic facilitator, trainer,
planner, and research/writer. He is particularly interested in bridging
across cultures and designing robust and effective vehicles for
co-management.
Among Julian's recent projects are the following:
- Providing strategic facilitation services for
the Muskwa-Kechika Advisory Board as well as several of its Committees,
and for the Board-Government Governance Task Group charged with
renewing the governance model for the MKMA.
- Facilitating strategic planning processes for
the Taku River Tlingit First Nation’s (TRTFN) Land and Resources
Department, the Northern Nations Alliance, Skagit Environmental
Endowment Commission, Save the Rhino Trust (Namibia), West Coast
Environmental Law, and for a range of non-profit organizations.
- Providing strategic facilitation and technical
planning support to assist the Taku River Tlingit First Nation in the
development and implementation of their strategic land plan, and for
the Northern Nations Alliance in relation to their ‘Land Planning’ and
‘Rights & Title’ program areas. These initiatives also involve
government-to-government negotiations over collaborative management
arrangements in the region.
- Providing technical and strategic support to
the Sechelt Indian Band (shíshálh Nation) to
support the preparation of their land use plan.
- Providing strategic coordination services for
four First Nations—the Sechelt, Sliammon, Homalco and Klahoose—as they
engage with British Columbia in government-to-government negotiations
over a proposed strategic land and resource planning process for the
Sunshine Coast.
- Facilitating a multi-stakeholder process to
develop the Oil and Gas Pre Tenure Plan for the Besa Prophet area of
the Northern Rockies.
- Providing impartial facilitation and technical
support for the government-to-government SRMP in the Peace Moberly
Tract in NE BC, with British Columbia and the West Moberly/Saulteau
First Nations.
- Participating in the technical team to develop
and implement a regional-scale Conservation Area Design (CAD) for the
Mukwa-Kechika Management Area (with Round River Conservation Studies).
- Designing and delivering various training
programs for the Hollyhock Leadership Institute including Art
and Craft of Effective Group Facilitation, Alchemy
of Effective Group Facilitation, Building Blocks of Facilitation,
Coalitions: Solving the Riddle and Culture,
Conflict and Creativity: Facilitating in a Multi-Cultural World (with
Michelle LeBaron, UBC).
- Designing and delivering targeted training in
leadership, public involvement, facilitation and conflict resolution
for a range of clients.
Julian currently lives in Vancouver with his wife
and three daughters,
and enjoys spending time outdoors in kayaks, on skis and in the
mountains, and inside with a folk guitar.
